UVic researcher named lead author for IPCC report on barriers to reducing climate change

Katya Rhodes, professor in UVic’s School of Public Administration, is selected as a lead author for the on Chapter 5 Barriers and Enablers to Climate Change Mitigation.

“It is an honour to represent Canada at the UN and contribute to global climate success for the next four years,” says Rhodes.

IPCC has appointed 664 experts from 111 countries—including 46% women—to serve as Coordinating Lead Authors, Lead Authors, and Review Editors out of a global poll of 3,771 nominees. Rhodes is one of the 16 chosen global climate policy experts who will work on economic and political tools to reduce carbon emissions.

“I am excited to share my research on ‘flexible’ climate policy designs to rapidly reduce emissions without public backlash,” adds Rhodes.

Work on the AR7 begins following this author selection, with reports scheduled to be released from mid-2028 and a Synthesis Report by late 2029, reflecting enhanced diversity and aiming to support climate policy and international negotiations. The first lead author meeting will take place in Paris, France on December 1 – 5, 2025.
