Ted Whelen Graduate Scholarship in Public Administration

John Whelen is a former corporate executive who served as both Chief Financial Officer and Chief Development Officer of a large, public Canadian energy infrastructure Company with operations throughout North America and Europe. He and his wife, Stormie Stewart, are both graduates of the University of Victoria. While he spent the majority of his career in the private sector primarily in the energy and financial services industries, his very first job out of university was at the BC Ministry of Energy in Victoria.

The Ted Whelen Graduate Scholarship has been established in memory of John’s father, George Edward (Ted) Whelen. Ted attended Victoria College and obtained degrees in Commerce and Law from UBC. Following law school, he worked for the BC Ministry of Municipal Affairs as a senior policy advisor and expert in local government. Working in Municipal Affairs for over 30 years, he initiated the system of Regional Districts in the Province of BC and was dedicated throughout his career to the development and enactment of sound public policy.
